Project Concept

The combination of a flexible modern campus layout and environmentally conscious building concepts lead to the first sustainable university layout in Viet Nam. This layout contains several sophisticated measures which will lead to low-emission and low-energy operation will prove itself with advantages in running costs, maintenance and user well-being.

The purpose of this feasibility study is to outline a campus concept and through a careful study, arrive at a valid and robust cost estimate. This design outline and cost estimate serve to prepare a loan application to the World Bank. The final campus will be designed in detail at a later stage by a team of architects, engineers and specialist consultants which will be evaluated and contracted through an integrated architecture design competition.

Project Description

The project has 4 components:

Component 1: Policy and Regulatory Framework

Development of policies, regulations, procedures, and capacity for VGU’s governance and management including in:

  • Governance mechanisms, regulations, and procedures
  • Financial management and sustainable financing
  • Institutional quality management
  • Human resources
  • Management and operational systems
  • Admissions and student support services

Component 2: Academic and Research Development

Development of policies, regulations, procedures, and capacity for VGU’s academic programs and research work including:

  • Academic and research policies
  • Teaching and research strategy
  • Academic program accreditation and quality assurance
  • Research and professorial development
  • Library development
  • Research facilities and support services

Component 3: New campus and facilities development

Development of VGU’s campus including:

  • Designing, constructing, and equipping a new campus and related facilities
  • Capacity building for campus maintenance and facility management

Component 4: Project Management and Monitoring and Evaluation

Project objectives

  • To establish and pilot a new model of framework for governance policy, financing and quality assurance of an autonomous and self-sustaining university, thus contributing to shaping the national financing mechanism applicable to research-oriented universities under the new model;
  • To provide human resources of high quality meeting the demands of different sectors and fields in the society, provide highly-qualified lecturing forces for higher education institutions, also play the role as an incubation place for talent, meeting the requirements of industrialization and modernization of the country;
  • To establish and develop within the Project framework a university acting as an excellent research and teaching center, thus creating a flexible combination of research and teaching through links between universities and industrial sectors in the spheres of science and technology;
  • To build "state-of-the-art" facilities catering for training and science research meeting the international standards with the size of 12,000 students.
