The Vietnamese-German University (VGU) is a young autonomous, research oriented, Vietnamese state university substantially financed by Germany and Vietnam. The campus of this new model university is in Binh Duong New City and by 2018 it will move to a new campus, financed by the Socialist Republic of Vietnam and a World Bank loan, in Binh Duong Province.  We are striving for excellence in the fields of research and development, teaching and lifelong learning, university governance, and are heading to become a world-class institution in the South- East Asian market within the next two decades. Furthermore, VGU is designated to provide capacity building measures for the entire higher education sector in Vietnam.
To support the young and growing university administration we are looking to fill the following full-time position with a qualified and experienced candidate as soon as possible to work at the various locations of VGU in Vietnam.

IT Expert

IT infrastructure definition:
• Evaluate and consolidate IT needs of VGU administration and departments
• Is in charge of update technological changes based on consultants recommendations and adjusted suitably with VGU context
• Finalize the detailed list of equipment, prepare critical technical requirements and cost estimation and schedule in order to ensure consistency of solution and technology, effectiveness of investment and taking into account conditions on operation and maintenance in Vietnam for
a) IT system (hardware and software)
b) Library Infrastructure (including hardware and software)
c) Audio and visual teaching equipment (e.g. projector, audio system), communication equipment (e.g. video conference) and peripherals (e.g. photocopier, printer)
d) iBMS (Intelligent Building Management System): only application and servers
e) Provide other critical technical requirements to the Ministry of Education and Training Project Management Unit (MoET PMU), IT Department and Building and Facility Management Department to coordinate and provide related information.
• Submit and elaborate specific architecture options for decision making by VGU management board

IT implementation
• Support VGU Project Management Unit (VMU) to prepare bidding document and implement procurement for ICT infrastructure and application
• Evaluate and select hard- and software components (including providers)
• Set up and manage implementation projects, coordinating internal and external resources

IT operation
• Set up and supervise day-to-day IT operations
• Assign related staff to take over responsibilities for specific IT areas and processes
• Define agreements with external service providers for approval by VGU’s Presidential board and supervise day-to-day operations
Process implementation and management
• Define, implement and run IT support for VGU administrative processes
• Set up support processes for research groups and other departmental IT needs

Training and development of IT staff
• Guide and develop staff on newly assigned responsibilities
• Set up regular training sessions on technology and processes (about 1 day per week)
• Identify needs for additional expertise and advise staff on expertise acquisition

Analyse statistics, collate reports from other departments and to report on a periodic basic or ad hoc by the Presidential Board
Cooperate with Procurement and Finance in purchasing software and hardware

Qualifications & Experience:

• Master in business information systems/ business administration or related fields, especially in IT, Ph.D. will be preferred
• Have depth knowledge and skills in business administration or business information systems, especially IT
• Knowledge in IT infrastructure and implementation 
• Knowledge in process implementation and management
• Knowledge in training and development of IT staff
• Fluent in both oral and written English, fluently use English in discussions/meetings and prepare English report
• Knowing German is an advantage
• Excellent in office softwares (Word, Excel, PPT,…)
• Excellent communication skills
• Excellent written and presentation skills
• Excellent listening skills
• Strong negotiation skills
• Experience of public speaking
• Excellent interpersonal and communication skills and ability to work collaboratively
• Ability to understand and analyse data and produce coherent reports to present to senior management
